The employee services portal allows a procurement team to catalog and allow employees in the organization to purchase product. For catalog products or for suppliers you might want to allow employees to rate products and services. This gives the procurement team a way to highlight experiences with products and vendors.

In this video I walk through the setup in AX2012 R3 but this functionality has been there since AX2012 was released.
