If you are producing goods you might want to inspect them as a quality check. This could be manual. But if you need a document to trigger the recording of the action then you can use the quality order with a production order.

Now you could manually create a quality order but with a little setup in the quality association you can have the quality order triggered when the production is reported as finished.
